Description
English: Maj. Gen. William B. Kean on July 27, 1950, orders his 25th Infantry Division to view civilians as enemy. The accompanying overlay map outlined an area covering the entire warfront. A day earlier, the mass killing of South Korean refugees began at No Gun Ri at the hands of the neighboring 1st Cavalry Division. In another 25th Infantry Division document uploaded here, Kean's staff indicated his order meant civilians should be shot.
